Title: “Science and Diplomacy: A Central American Synchrotron”

Abstract:
The differences between the paradigms of science diplomacy and traditional diplomacy are discussed with a focus on a major regional science initiative for Central America.  The latest developments of the proposal of a second Latin American Synchrotron in the Greater Caribbean (GCLS) are presented. Besides discussing how such a facility is needed to respond to Latin American science priorities, the plans and challenges for its implementation will be examined.
